Countdown Timer in JSP without javascript

i want to code Countdown timer in my jsp page but without using javascript for my web application.
because if i debug the javascript in browser, timer will stop and request can not get forward to java in ajax call.
I tried using response.setHeader("Refresh",60); but this mathod, i can't use as my server will shout for consecutive handling request and response.
Please help me to resolve this issue.

Your reason for not using JavaScript is totally specious. Of course debugging breakpoints are going to screw up timing. That's not a reason to avoid the right tool for the job.
