I have an application which is using weblogic 10.3, and using weblogic connection pool. Is it possible for weblogic to read an external configuration file instead of the default weblogic.properties file and create connection based on that?

Yes.

Placing any Property file inside the "domain root" directory can be read. You have to test if for yourself, further, if you can create a connection pool out of it !
