It is necessary to clear both OCA and OCP to get the certification. However, order is not fixed. Logically, one needs to take OCA first and OCP next; but, one can opt for OCP first and OCA next. Oracle will not stop you to take OCP even if you have not cleared OCA.

It's not like you said nancy. Only we can take OCA first and OCP next.
Order is fixed. Please have a look oracle site carefully.

Thanks Koilraj for pointing this out.
I checked the oracle site (see last two questions on the provided URL) and found that oracle has now mandated OCA before OCP (which was not the case earlier).
