unauthorized access to server localhost 8080

i cannot edit C:\Program Files\Apache Software Foundation\Apache Tomcat 7.0.27\conf\tomcat-users may be just because my window is not activated.
i can't make an authorized access to server.
my j2ee projects are working correctly using 8084 port,
but can't run a simple php script using netbeans ide.

Hi shubham, welcome to the Ranch!

If you're using a recent version of Windows, then you'll find that only administrators can modify folders and files underneath C:/Program Files. Check out the "Security" tab in the folder or file's properties. Perhaps your instance of Tomcat isn't running as an administrator profile?
