JSP Custom Tags not accepting HTML user form value

I am getting an error (see image) when I try to pass input from html form to my custom tag which is a substring function.
Here is my code:

1) index.html


2) next.jsp



3) taginfo.tld It's in WEB-INF folder



4) SubstrTagHandler.java My Tag handler class located in WEB-INF\classes\pack\SubstrTagHandler.java
