I have the following error when trying to use the datetime taglib

Unable to open taglibrary http://jakarta.apache.org/taglibs/datetime-1.0 : Parse Error in the tag library descriptor: External parameter entity "%[dtd];" has characters after markup.
================================================
Anyone can help ?
