I am getting exactly the same error with Tomcat 7.0.42 and java (jdk) 1.7.0_45 64 bits on Windows 7.
I can also see this message "The system cannot open the file" in the Event Viewer of Windows.

Did you find the cause ? At the moment I have no clue.

Welcome to the Ranch.
I could possibly be the dll issue as discussed here http://www.coderanch.com/t/86968/Tomcat/start-tomcat-service

Thanks for the welcome.

No, I have tried the solutions described there but it doesn't really help.

However, it helped a bit in order to investigate: I have noticed that I also get an error message when running tomcat7.exe from the command line. However I can't read the error because the window pops up and closes directly.

Then you might want to try running it from the command line. There should be a bat/exe file under your TOMCAT_HOME/bin

I found the reason: the service.bat used to install Tomcat as a service didn't set the classpath. When I set bootstrap.jar and tomcat-juli.jar in the classpath (by using the tomcat7w utility), it works.
