Cannot start Tomcat with the -security option

I've a problem with Apache Tomcat 7-0--42 32-bit/64-bit Windows Service Installer version, that it's that if I try to start it with the arguments start -security in Start->Configure Tomcat->Startup->Arguments and later I try to init it with that arguments it does never start, I guess it fails somewhere, I've also tried to do it with the 32-bit Windows zip version but this one gives a lot of warnings if started with startup -security and in any case my web doesn't run properly in localhost mode (I wonder how can this be if the version is supposed to be equivalent, but whatever...).

I've just added the following to catalina.policy file, as I need one file in my web to be able to be deleted.

grant codeBase "file:${catalina.home}/webapps/Project/user2.txt" {
permission java.security.AllPermission;
};

I think that shouldn't give any problem, anyway, even with the file as it is originally it cannot start running properly in security mode.

Any idea of what can I be missing?
