Is it proper design to have 1 AJAX action with each of Struts2 Action for partial refresh each time

If for each struts action we have an AJAX action also, so that once the action fetches request, from next time it is the ajax action which fetches without fully loading page just partial request. Is it proper design? I am asking because it came into my mind but I did not see such design in any sample application example code?
