Eclipse: date locale

I run Eclipse Kepler 20130614-0229 and I want it to insert date in a comment of a new class with EN/US locale, instead of my host Windows 7 machine locale.
How would I do that?

I've tried this suggestion -- the date is still not EN/US. Why?
