Problem setting HTTP headers in Apache

I am trying to set HTTP headers in Apache 1.3. I am trying to use the module mod_headers. In httpd.conf I uncommented:
LoadModule headers_module modules/mod_headers.so
and then added the lines:
<IfModule headers_module>
Header add Some-header some-value
</IfModule>
I have a servlet that shows all the HTTP headers and my new header does not show up. What might I be doing wrong?
