I want write JNI dll where will called CreateWindow with parent
Probably Swing controls don't have any handles, but JFrame must have.

Not publicly available. However, for what you want to do you probably don't to use any JNI code. You can just use a JDialog, that should give you the same functionality.

I want create Scintilla component. Scintila for Java - Jintilla, uses SWT. For this is only SWT enabled?
