Actually japser report provides reporting. Then What is the use of iReports and openReports tools ? Wherther iReports and openReports tools provides Eclipse 3.0 support ?

iReports and openReports allow you to create a template/report design of your jasper report,without having you code the XML file all by yourself. You dont need Eclipse 3.0 to run either iReports or OpenReports, but for Sunshine Reports... yes you need Eclipse.
