performance analysis

In the performance analysis, we don't know how many users will have, what is the peak time, it just mention that 5 seconds response time. how can we know the design ? for example, do we need cluster, how much CPU / memory .

You don't know exactly. You can make some assumptions. For example, maybe you want to assume you won't have more than X concurrent users.

Also consider that clusters help with failover and not just performance.
