Does subversion ship with a gui interface or command line is the only interface available. I mean can i, for eg, add a file to subversion project by say right clicking on it choosing the 'add to subversion project' option.

Subversion ships with only a command-line interface. For a good Windows SVN GUI, check TortoiseSVN. For other SVN GUIs, I suggest starting your search here, where many SVN tools are listed.
