Hi,
I am new to open sources.Can anyone let me know what i need to do to access and contribute to an open source development effort like for ex. Log4j

Usually you find a project you want to work on. Go to the site and look for/find the docs about the project. Then you usually get the source from a CVS server. Once you have the source you can lookup issues/bugs/improvments that they may have on the site or just look at what your interested in. You won't be able to just upload your changes, usually there is some method to submit changes/bug fixes to be reviewed and added to some branch of the project.

I used usually alot because no two projects work exactly the same. Hunt around on their site a bit understand how they work.

But I am still having a problem as to where to start.
How do i get myself involved in an open source project that is say still in the design phase.Where do i get to know about such projects?

You should have a look at SourceForge. You can also scan through the various Jakarta projects to see what the release roadmaps are for the various projects. Additionally, ou could also check out FreshMeat, which is an index of open source projects from various sources including SourceForge and Jakarta.

Most open source projects will have information somewhere on their page about how you can get involved.
