Axis (or rather, Axis2 these days) is one of many libraries to implement SOAP web services. Other SOAP implementations are JAX-WS RI, JBossWS, Apache CXF, etc. Whatever WS are implemented with it are not fundamentally different from WS implemented on top of some other library.
