Are Deploying and hosting available on Code Envy et al?

Hi,
I don't want to make any assumptions, so I would like to know the following:
a. Do I have to be connected to the internet all the time to do stuff or can I work in say Netbeans or Eclipse IDE offline and push the end result later up to Code Envy via some plug in?
b. Does the license cover deploying and hosting applications after they are built for public use under a domain we could tweak to make it look dedicated ?
