if we are able to pass information as xml between two systems is that same as web service? can that be called web service?

If your connection uses an HTTP request from the client and gets a HTTP response from the server it might be called a web service.

If it uses the RESTful architecture rules for what each HTTP method - GET, POST, PUT, etc does then it is certainly a web service.

I suggest you peruse some of the articles linked from the Web service FAQ here at the ranch to further orient yourself in the universe of web services.
