Failed Oracle Certification - wrong exam given

Regarding my relative, who mistakenly given certification 1Z0-047: Oracle Database SQL Expert
but prepared for 1Z0-061: SQL Fundamentals. (both are basic certification which fulfill this exam requirement OCA)

Actually, He just went to examination center and said that he want to give basic SQL certification exam but he was not knowing the code code for that. The examination center guy has set exam for code 1Z0-047 (which is also basic certification code) and he found many questions and topics were new to him and failed.

Is this examination center mistake for not inquiring him properly or is this entire his mistake?
Is there facility provided by oracle to get back money or adjust it in another test which actually he want to give?
Please suggest!!!

The 1Z0-047 Oracle Database SQL Expert ist not a basic certification. 1Z0-047 is advanced (Expert) level. A hard exam.

I guess you can't get money back. You need to know the exact number. Next time use the web interface from VUE http://www.pearsonvue.com/oracle/
