How to check TCP connection to external IP address?

I'm trying to fire an HTTP Get request to an external server. But doing so with Java causes:

Connecting through web client opens the tomcat 6.0 application and removing the query string and context path takes one to the expected Manager web page.

I also tried ping and tracert. The request was not able to go through. Here is the cmd line outcome:

And ping too gives request timed out.

How do I diagnose the network connection? I'm behind company firewall and proxy; is firewall coming into play here? Or is the remote connection setting that needs a tweak?

Mods, please move this topic if this not the right forum.

No, it's the proxy. You didn't do anything to tell your Java application about the proxy server, right? Here's the tutorial you need to read: Java Networking and Proxies.
