Handler can be at Logical OR Protocol level.

Handler is the base interface.
LogicalHandler and SOAPHandler interface extends Handler interface.

Queries are
a. How do we define generic Protocol Handler class as everywhere SOAPHandler is defined?
b. Can we consider SOAPHandler to be a specific case of Protocol Handler ?

Abhay,

Although there is a interface Handler (in javax.xml.ws.handler package) which extended by both SOAPHandler and LogicalHandler, we do not usually use it directly as a 'Generic Handler' interface. Since SOAP is the only protocol available for JAX-WS standard WebServices, you can say " SOAPHandler to be a specific case of Protocol Handler"
