Cactus properties file not located

I am hoping someone with Cactus experience can guide me a little. I worked through a tutorial Cactus with WSAD yesterday using WSAD 5.1.2. It worked as designed with one exception. Today, I am using the article as my guide for WSAD 5.1.1 with an existing project and server. I have to admit, I am not very successful. I have re-traced my steps on the proper configuration of the Web and Client projects. In WSAD 5.1.1 and WSAD 5.1.2 I was not able to put the log_server.properties file under the classes directory because WSAD overwrites the classes directory each time the web project is re-built. In my EAR for the project, I can see the Cactus Web project's war file. However, I can not see the cactus.contextURL property inside the properties file and I am getting this exception:


Any suggestions would be greatly appreciated.
