svg drawing in open source

Thank you for reading my post.
I remember that there was an svg application that allow user to draw images and it save them in svg format it uses something named Baltik ? or simaral framewotk.

does any one know an applicatin which allow to create SVG files

It's called Batik. Googling for "batik svg" will get you there.
