what are the most reliable open source vendors like Apache Foundation,who are the other who monitor open source projects and make sure the projects are good and appreciate always high participation

Because sometimes we just select a opensource projects and after short time we find that there is no one working on it and we don't get support and forums on such projects.

That's hard to say in general, because it varies for each project. Before you commit to one, you should check out the mailing lists and/or forums to get a feeling of how active a project is, how fast bugs are fixed, and how much support can be expected.
Of course, a project is only as good as the people behind it, who need to find the time to work on it. If you are thinking of using one, you might consider contributing yourself. Hoping that features that you need will be added in the future, or that bugs that impact you will be fixed by other people, is a gamble that you can lose.
