Add a Content-Type header in response for weblogic 9.x

When I use IE9 I am getting "CSS was ignored due to mime type mismatch" error in developer tool console and the relevant css is not apply and the web page is not align.
The cause is IE 9 checks for the Content-Type header in the response.
I request the below css file,
<link href="resource/css/general.css" rel="stylesheet" type="text/css" />
But in current response does not have the Content-Type = text/css as a response header.
How to add the Content-Type = text/css for the response header for css files.
I am using weblogic 9.x
