Applet to display bar chart

I have an application that is supposed to use an applet to display a bar chart. Instead of displaying a bar chart, it displays the Net Charts logo. Do you know why it displays the Net Charts logo instead of the bar chart? Below is a snippet of some code from a freemarker template.
