You should not use a pre-release version of a library that has been officially dead (according to its home page) for more than 6 years, especially not when it comes to security matters. If you're looking for a 3rd party JCE provider then http://www.bouncycastle.org/ is the gold standard. But maybe you can start by telling us why the JCE implementation that is part of the JRE is not sufficient for your purposes.
