I'm new to web service, and I've been doing quite a lot of web app. my question is what kind of situation where the use of WS is preferred over web app? and if it's decided that WS should be the way to go, how do I decide whether to use SOAP or REST? thanks

These are huge topics - fortunately, the ranch has the WebServicesFAQ!

If, after using the FAQ resources, you still have questions, hopefully you will be able to state them exactly.
