We have many forums here at the Ranch; this one is for very hard questions about the Java language itself. We also have one called "Other Open-Source Projects" which would be a good place for this question; I will move it there.
Once a document is in PDF format, only very few operations can be performed with it. Certainly there are no tools to perform a general transformation to some other file format. I'm also not aware of an API that would allow to access the layout and formatting settings of a PDF.
