I added code tags (using the message editor's "Code" button) to make your JSP and Java code easier to read.

It would be even easier to read, however, if you would trim down your examples to just the essentials of your problem. Since we don't get paid to do this, the harder things are to read, the lower your chances of getting an answer.

I use the DateTime JSF tag in RichFaces, so I'm not expert on using the raw jQuery version of it.

I did notice a couple of things, though. This expression:

is not valid. It should be "#{expBean.datetimepicker_mask}", though use of underscores in Java properties isn't encouraged.

I also recommend converting to JSF version 2. JSF version 1 is probably about due to go end-of-life.

Oh yeah. I forgot to mention: The "$" shorthand notation for jQuery conflicts with EL's interpretation of the use of the "$" character. There are ways around this, but it's probably best to just use the long-form notation: "jQuery().".
