I would start with a regular chat application. You can always add video later. Have you searched for any information on the topic? ShowSomeEffort.

Searching these forums might be a good start - chat projects have been proposed, and questions asked about them, many times.

Yes,
I just start with simple chat program using socket. but have no idea about video chatting.
