public doctype for log4j

The top of my log4j looks like this:

i don't know XML schemas so well but I have seen it where it says PUBLIC instead of SYSTEM. right now eclipse complains that log4j.dtd can't be found and I don't want to include the dtd anywhere if possible. can i reference a public dtd?

also isn't dtd kind of old now? does log4j support xsd?
