Modifying a .tar file

Hello,
I have a .tar.gz file say it's called test.tar.gz
Currently I have a java program unpack this file to a folder
Unfortunately this erases all UNIX permissions and I am on a windows machine

Is there a way to put back or preserve unix permissions when it is unpacked and repacked into a tar.gz

OR

Is there a way to modify a .tar with the apache commons compress library?

I am at a little of a loss here on how to keep the correct permissions
