How to get SEI class at client side in dynamic client

Hi All,
Here in the below snippet of dynamic client, how you will get the SEI class physically at client side? If through wsimport then it can give me other artificats also. Then what is the use of this dynamic client? Artifacts will generate normal client also. I will use that. I thought dynamic means I only need wsdl url thats it!!! Am I missing something else?
