I have not done this, but I can tell this will not be a trivial Java program. The things you will need to know are how to use the Java Card API (http://www.win.tue.nl/pinpasjc/docs/apis/jc222/), and some kind of Java database access, like JDBC (http://docs.oracle.com/javase/tutorial/jdbc/). Here is a tutorial that might help: https://netbeans.org/kb/docs/javame/java-card.html.

All things are lawful, but not all things are profitable.
