java.net.connect exception

Need help with this exception, the exception isn't the client I think. I think that it has something to do with the server.

I broke it down to a few lines of code. My project needs to be multi threaded but if I remove the executor.submit(new runnable) method calls my project will work and handle only one client. The objective is to create a thread pool that queues both client connections and requests.

If I take out the lines of code below except the delegateToHandler and listen() method calls my client is able to connect but my server isn't multithreaded. So need help to understanding as to why my client can't connect.
