how to develop XML over HTTP interface (SOAP) and with which tools and how to link to sql server ?

how to develop XML over HTTP interface (SOAP) and with which tools example: eclipse? Netbean? And how to link those interface to sql my server ?

Because I have a database that i need to communicate with a SDP (Service Delivery Platform) of an ISP (internet Service Provider)
and the interface must be http interface. The implementation must be XML over HTTP (SOAP: Simple Object Application Protocol).
I must develop the interface. But I have no idea how to develop interface and with which tools should I develop those interfaces.
Someone can help me? Where can I find tutorial and setup to develop those interface?
So that my SQL server can communicate with those interface. There are any document or tutorial for beginners about it, which is more clear?

Welcome to the Ranch.

Eclipse and NetBeans are just IDEs. You can use them if you like, or some other IDE, or none at all. It makes no functional difference.

Do you intend to do this in Java? If so, the API to use is JDBC: http://docs.oracle.com/javase/tutorial/jdbc/index.html. You need a JDBC driver for whatever DB you intend to use, but they're available for all of them.

As to SOAP, I suggest to become familiar with one of the standard SOAP implementations in Java; I prefer Axis2. It's a Java web app, so you need a servlet container like Tomcat to run it.

Sorry, I have another question. If I intend to use ASP.NET in visual studio where can I find tutorial?

This being a mostly Java-centric forum, I doubt many people will be able to advise much beyond googling for "asp.net visual studio web service" or some such phrase.
