Strange behavior of javadoc with -Xdoclint

When i translated a program with parameter -Xdoclint,
the compiler sent warnings announcing
that variables local in static initializer have no document comments.
It complained even when I added them the asked document comments.

How should I correct the program to eliminate these warnings?

Can you post an SSCCE that demonstrates this behavior? Is this behavior new when using Java 8? (I'm asking because you posted in the "Features new in Java 8" forum.)
