I was searching for a quote about - not sure exactly; 'liberty' or 'democracy' or 'creativity', or some such thing; the only thing I remembered about it was that it contained the phrase "men of goodwill" (or possibly "men of good intent"; maybe paraphrased to "people of goodwill/intent" these days) - and in the process discovered this one:

"The Senate is a place filled with goodwill and good intentions, and if the road to hell is paved with them, then it's a pretty good detour.”

Which just goes to prove that even Americans can come up with a good "bon mot". (just kidding )

And if anybody knows the quote I was actually looking for, they get a cow.

First thing that sprang to mind was

Not sure it quite fits your criteria.

I believe you got it in one. I'm pretty sure there's a version that has "men of goodwill" (or "good intent") instead of "good men". Have a cow.

I googled it to get the exact wording, but according to that link there is no exact wording - many versions of it exist, not all attributed to Edmund Burke, so there's a good chance that one with men of good will/intent exists.
