I already know I am setting myself up but here goes anyway.

I want to use EL to determine class of my select tag.

But the following builds the list but I cannot find the class using jQuery selects on the page. Example $('.ncrsubarealist').on("change", function(){});

Have you used the browser tools to inspect the HTML that's being generated? Is it correct?

Showing us server-side markup for a client-side problem isn't all that helpful.

And yeah, what is HTML and JSP syntax doing in a Java string? There's no context here for us to understand what's going on with that.
