Problem setting Oracle connection

Thanks for any help anyone can give me.
When I run the command
C:\>java utils.dbping ORACLE SCOTT TIGER ORXML
Starting Loading jDriver/Oracle .....

I get the following Error:
Error encountered:
java.sql.SQLException: System.loadLibrary(weblogicoci37) threw java.lang.Unsatis
fiedLinkError: no weblogicoci37 in java.library.path
at weblogic.jdbc.oci.Driver.loadLibraryIfNeeded(
at weblogic.jdbc.oci.Driver.connect(
at java.sql.DriverManager.getConnection(
at java.sql.DriverManager.getConnection(
at utils.dbping.main(

I think both my CLASSPATH and PATH is set correctly.
C:\oracle\ora90\bin;C:\oracle\ora90\Apache\Perl\5.00503\bin\mswin32-x86;C:\Program Files\Oracle\jre\1.1.8\bin;C:\oracle\ora90\jdbc\lib\;C:\WINDOWS\system32;C:\WINDOWS;C:\WINDOWS\system32\WBEM;C:\WINDOWS\COMMAND;
