Managing Users in weblogic.properties file in version 5.1

Hi,
The system I am currently maintaining stores its userids in weblogic.properties file, creates a group also in the properties file, and has a access control policy for the URLS.
Basic authentication is done in weblogic realm
Now I want to add/modify/delete users in the weblogic.properties file. Is there an api to do so, or shall I have to take the risk to modify the properties file from my code and hope that my properties file don't get corrupt ?

I am planning to use a custom authentication realm which will read principals and acls from XML files. How is this solution collegues?
