The META-INF directory is not at all specific to WebLogic.
It is the directory where the MANIFEST.MF of a standard jar is stored. Here is more information: The META-INF directory.
For J2EE components the META-INF directory has other purposes as well depending on the component.
In an ejb-jar the META-INF directory holds the standard ejb deployment descriptor, ejb-jar.xml, and any vendor specific descriptors.
In an ear the META-INF directory holds the standard ear deployment descriptor, application.xml, and any vendor specific descriptors.
A war does not use the META-INF directory but it uses a very similar one named WEB-INF. This is where all of the deployment descriptors and classes for the war are stored.
Again, none of this is specific to WebLogic. It is all standard J2EE packaging.

One use I know about is versioning of the application.
