Each Web application defined in WebSphere has an entry called "Document Root" in the "Advanced" tab of the Web app. The Web app is under the Servlet engine which is under the App server. The DIR (or drive for that matter) from which static HTML pages are served is completely independent of the above (web app) document root. HTML pages are served by an HTTP Server and the Web app handles the dynamic stuff (Servlets and JSPs).
