performance is slow

Server has been very slow lately. It sometimes takes 10 minutes for a single refresh. we are using websphere 3.0.2
Can any body tell me where to look , when i promoting the code
i am not cleaning the jsp temp directories , and i am not restarting the server, is that matter , if yes can you tell me why. its really very urgent.
Its slowness is actually hampering our ability to roll out new implementations.
