Exporting model using XMLConfig

Hi
I need to export a model(application server type) and compare with other model.I am using XMLConfig to do partial export using the following xml file
<?xml version="1.0"?>
< !DOCTYPE websphere-sa-config SYSTEM "$XMLConfigDTDLocation$$dsep$xmlconfig.dtd" >
<model name="abcd" action="ecport">
</model>
<websphere-sa-config>

It is giving the following error
"Invalid command line! Odd number of argumetns specified"
