I want to servlet wml files do I need to install a WAP Gateway? Or I only need to set the content type of my servlet pages to text/vnd.wap.wml?

You need a WAP gateway. WAP doesn't work over HTTP. Try looking at WebSphere Transcoding Publisher, which includes a WAP gateway.
