If using a ResourceBundle backed by a .properties file, does IBM have an implementation that will refresh the ResourceBundle to the current contents of the properties file?

i think it depends on the classloader load the resource bundle. If it is used by Servlet, and you have auto-reload enabled, it probably can pick the changes.
