Can't start Resource Analyzer

I am having trouble starting the Resource. When I try to start the RA (from command line or from the menu of the Websphere Admin Console) I get a message telling me "The Websphere Admin Server is not running". I don't see how this could be the case because if the Admin Server wasn't running then the Admin Console would not run either and it works correctly. Have any experienced this error and/or do you have any suggestions. Thank you for your time.

When you want to run RA, please check that your Administrative Server is running. Follow the step to start the server.
1. Start -> Control Panel -> Administrative tools -> Services, check "IBM WS AdminServer 4.0" is running. If it is not running, please right click to the service and select "start" or start the service on the toolbar.
